There are rubber bushings that the wiper arm fits over that hold the wiper arm tight to the mechanism this one has worn out or if somebody pulled on it or you used the wipers without clearing ice and snow away you burned the rubber out on that side if you take off the arm you will see the rubber bushings change both sides l/r and you'll be back to normal this is a common problem with ice & snow removal you must make sure that it's all removed before wiper use and also never pull on them to move the arm this is the new wiper system today the old way you could let king kong tug on them & they would still work not anymore very sensitive to force exerted on them the wiper shaft is still knurled and the rubbers are fitted over and squeezed on to the knurled teeth that's what tore up the rubber when the arm was frozen/or pulled on

SOURCE: windshield wipers stuck upright when off
This is a commoon problem with what is called the "Park pawl stop". The tab is most likely bent and needs to be re-aligned, then the wipers need to be re-timed. This re-timing can be a little difficult, although the re-aligning of the tab is failry simple.

SOURCE: can't find fuse box for horn, turning signal and windshield wiper
I looked this up on WikiAnswers. Apparently the 2005 dodge magnum has 2 fuse boxes. One is under the hood on the passenger side and the other is in the trunk, next to the battery, in the spare tire storage well.

Try to run a ground test on the motor, If it gets power, then you neeed to replace the switch.. if it doesnt run with the ground test, then you need a wiper motor.
