The headlights are not working fog light work but main headlights don't i bought new bulbs sit no luck

I just bought a 2009 dodge ram without fog lights i bought a bumper with fog light an switch them out but i need to know how to connect the lights to the factory switch inside what do i need to do

If your PU didn't come with factory installed fog lights then you will need to replace your headlight switch with a fog light enabled headlight switch.

Here is a link to the factory dealer-installed instructions.....

You only need to get the components you don't already have. The headlight switch that is fog enabled will pull out for fog light operation, if yous doesn't you need to replace the switch and do some wiring as shown in the pdf file linked above.

HOW DO YOU CHANGE THE BULBS OF THE FOG LIGHTS?

The fog lights on most vehicles sit directly underneath the headlight bulbs. The ballast and wiring work just like the headlights, so changing them takes not much time. The procedure to change the fog light is as follows:-- 1) Open the hood and reach down underneath the headlights to unplug the electrical plug from the fog light assembly. Squeeze the top of the release tab and pull the connection off the bulb's ballast. 2)Turn the fog light counterclockwise to remove it from the fog light housing. 3)Install the new fog light bulb.Then connect electrical plugs properly. 4) Test the fog lights by turning it ON. No owners manual

There should be a switch on the dash or the headlamp switch. they will only work on LOW BEAM. it is possible that both bulbs can be bad.

What started this mess? tailights, fog lights, brake lights....

The relay has nothing to do with the tail lights, but replacing the switch sounds like a good idea. There's a nut holding it in place, see http://www.skandix.de/en/spare-parts/electrics/switches/switch-headlight/1027524/ to get an idea of the construction. And the price. This is not worth fiddling about unreliable workarounds...
In addition, if fuses 15 and/or 16 burn frequently there might be a problem with the tail light cabling.

Sounds like the head light relay is bad . Have you ever checked the headlight bulbs?
