Code 403 is a problem with the EGR valve.
You'll need to get the flow chart to run the tests for that code to find the problem. I would suggest a shop manual.
Which engine, gas or diesel, what size? all use different EGR setup.
4L Gas, 4.7L or 2.7L diesel?

An open or shorted condition detected in the EGR
solenoid control circuit.
my guess ,? is the solenoid is bad, wires to it bad .
I think 403 on gas engine means the PCM sees a funny voltage or
current on this set of pins.
stuck low or stuck at 12v.

Does't sound like a cracked head to me I would take a look at all the vaccum lines.Also check the intake manifold and the egr system.

Possible Causes:
Air leak in the intake manifold, or in the EGR or EVAP system
Base engine mechanical fault that affects only one cylinder
Fuel delivery component fault that affects only one cylinder (e.g., a dirty fuel injector)
