No it will not drain your battery unless what ever the fuse is protecting has a direct ground allowing some power to flow to it when the car is not running...most times if the battery continues to drain when not running is due to a sticking voltage regulator built into the alternator..Most any of the auto parts stores will check your charging system for free just tell them what your car is doing..My bet is alternator...good luck..

Check the relay box under the hood, should be in front of the master cylinder on the driver side, use a test light to find the bad one, then replace it with one of your relays just for a short test. You might also try pulling and replacing the relays from the box, as they get a little corrosion on them and just don't make good contact. How did you test the fuel pump?
Which one Distribution Pump or Transfer Pump?
Do you have fuel presuure at the rail?
Do you have a crank signal or spark?

Assuming thsat you are talkng about stop lights, I suggest check brake light switch (gemnerally is located on top, back side brake pedal).
