Check your steering gear box it could be the seals in the gear box. their are upper and lower seals the kits to replace the seals are usually reasonably in expensive $25.00 or less, but depending on wear in gearbox replaceing seals does not always solve the problem .If it still leaks after replaceing seals. A new or rebuilt gear box will need to purchesed to replace the worn one.. Look for leeking fluid on bottom of your steering gear box.
It's is your rack and pinon

If it's not a serpetine belt, max deflection of 3/4" on longest segment should be safe, don't make alternator belt tight as a drum or you will burn out alternator bearings quickly. If it has serpentine belt, the spring tensioner should keep the belt properly tensioned unless it's worn out.
It only needs to be tight enough to not slip, too loose will squeal and you will have to tighten, to tight will kill alternator and you will spend $$.

Ok, in this case, you will need to replace the entire assembly. this is best. replace the power steering pump as well. If the hoses are worn, replace them as well.

SOURCE: how to fix a power steering leak for a chevy
Is the leak coming from a hose or from the pump itself...If its a hose, most likely the factory crimp clamps gave way...Pry them off and replace with a hose clamp...If it's the pump itself, then the diaphragm is most likely warn out, and the pump itself will need to be replaced...You should be able to tell easily where its leaking by turning on the vehicle, make sure the unit is full of fluid, and have someone turn the steering hard right or left and the pressure will cause the fluid to leak or stream out of the problem area...As a note if its a fairly strong leak/stream the over-the-counter stop leak products will not work...tg
SOURCE: powers steering pump makes a whinning noise ..
Is it cold where you are? Whining sound is indication that it is starting to fail. Cold weather can make it whine also.
