Its unlikely the belt is locked, most likly the belt is twisted down inside the gear which locks up the gears. By law a shop is not supposed to work on seat belts, they are supposed to replace them. If your brave enough try to peel back the plastic housing where the belt goes down into the main unit. If you see the belt twisted sometimes you can use a small screw drivers to release the latch and pull the belt out. Otherwise you'll need to order a replacement belt & have it replaced.
