How do I reprogram the key fob for a 2009 Kia sportage?

The battery could be low ,issues with the wiring.Or sensors that are faulty.Or the key fob is broken.

1. Close all the doors and insert the key into the ignition.
2. Turn the key off then on repeatedly until the door locks cycle. End with the key turned on.
3. Press the lock or unlock button on the key fob. If the doors lock (or unlock), the key fob is programmed.
4. Turn the ignition to off

Don't think there is a switch have you tried replacing batteries in key fob if they are run down maybe there not enough power to open boot

Have you tried advanced auto parts to see if they can order it?

When replacing the key fob battery there is no reprogramming required! If the key fob was working prior to the battery replacement then it would point to the contacts not being correct! Remove key fob battery and start again!

Should be able to take it apart and take the battery out for 15-30 seconds or longer. Then put it back in. While your at it, you might as well change the battery but doing this will reset it.
