If you don't understand the question, I suggest you don't try to answer it, if you don't want to advertise your ignorance. For your information, '2004 plate' refers to the year of 1st registration of the vehicle, as determined from the number plate in European countries. You seem to have not read the question prooerly either, because no, she does not mean the 'HVAC is dead', and for three reasons. First, because on this side of the Atlantic, at least in the UK, most cars don't need air conditioning, because it is (a) not hot enough, and (b) it guzzles fuel. Second, because she has specifically stated the heater fuse has been changed but still not blowing. Meaning the HEATER BLOWER FAN IS NOT WORKING! GET IT? That is nothing to do with whether hot air is available or not.
Now, back to the Alto, apart from the 30Amp heater fan fuse, the heater motor itself needs checking by applying 12v directly to it. If it spins ok, there is also a blower resistor in the heater box which is may have failed. If none of this solves the problem, post again.

but first first, is engines must be fully hot or there will be no heat.
