There could be a number of things wrong. It could be your battery is dead. or the starter has gone bad. or the ignition electric box which the key moves could be bad. It is kind of hard not being there.

Trying to locate fuse for power windows and sunroof on my 1997 Lexus LS400

Believe it is fuse no. 17 but go to bing.com and type in 1997 lexus Ls400 fuse panel. There are many diagrams there and you should be familiar with what your panel looks like.

1997 Lexus LS400 wiring problems when it's wet outside

Insure the drive belt is turning the alternator properly. When it is wet outside the belt will slip quite a bit more if it is not tensioned properly. Also ....the ground from the battery post to the engine block needs to be checked to insure a great connection. Any resistance in the ground cable OR the positive cable from the alternator to the positive post of the battery will cause your issue....dampness will make these issues worse.
Would check output of alternator when damp/wet outside...and find a tech that KNOWS how to perform a voltage drop test on the battery cables and the alternator output wire that goes back to the battery.

Hope this helps!

1994 Lexus ls400 replaced powersteering pump and won't shift out of park, no instrument lights no power windows, no power door locks, no power trunk release

Sounds like a major fuse blown.
Any wiring disconnected or stripped near the pump ?
Have you checked the major fuses around the battery and underhood fuse box ?

My alternator won'charge and it and the battery

batteries will show 12 v and still not have enough amps to start the vehicle, clean all the connection points on the battery , and charge it fully, start the vehicle and check again for voltage at the battery posts, you should have a reading of 13.5 to 14.5 volts, if not, yes you have a alternator malfunction,

99 LS400, VSC light goes on intermittently on start up.

Doubtful it's an intermittent electrical problem. Far more likely you've got a wheel speed sensor issue. Since VSC gets all it's information from the ABS system, start by pulling the trouble codes. I bet you'll see an ABS code. Read this post
