Is the check engine light on ?
Are the brakes applied ?
Can you rev up the engine in park ?

catalytic converter had the eact same problem on my 2006 pontiac g6

if your car will only travel at 25 to 30 mph the catalytic converter is plugged up will need to change to correct problem.

Could be throttle position sensor. Does it run rough at 20 mph or smooth?
