The signal assembly is a dealer part. Not cheap. I would definitely do an electrical troubleshoot to make sure the LED assembly is bad before replacing. If replacement is necessary, side mirrors are not expensive. It would be more economical to find a complete side mirror and replace the whole thing. It just depends on what your time is worth.

The mirror is attached to the door with 3 nuts. Pop off the plastic cover in front of the window to expose the nuts, take an electrical connector loose, and remove the nuts. Swap mirrors, attach the nuts, plug it in, snap on cover. Voila, new mirror.

Have you installed any LED light bulbs? Sometimes the low current draw of these bulbs makes the controller think a bulb is out, which in older cars would cause the turn signal to blink rapidly. You may try replacing any LED bulb with a standard bulb.
In your car, the speed is controlled by the BCM. So it could be that your BCM is faulty.

Replacing Nissan Altima 1998 passenger mirror

to replace it you have to open up the door take off the little plactic piece in the corner of the door,, then there is going to be 3 screws that you have to remove in order to remove the old one, just do the steps in reverse to replace the new mirror, i just had the same issue, but on the driver side.. good luck

If only the glass is affected, it can be replaced by slipping a new mirror element into place and locking it. Some mirrors press in, others are locked with a screwdriver turning a little gear through a slot under the mirror. If the mirror plastic body is broken, you can also replace that with a used assembly from Ebay or a junkyard. Replacement requires removal of the door panel, which is more difficult than replacing the mirror. Be sure you have re-connected all the wiring harnesses and checked the mirror operation if it is electrically adjusted before replacing the door panel. Replacement assemblies range from $20-$70 on Ebay. Glass only is much less.

Side mirror

You want it to be illuminated with the lights on, but still blink when you use the signal? That's probably going to be tough, since that would require an additional wire and a modified bulb socket, plus a bulb that is identical in dimensions to the bulb in there now, but which has two filaments (one for constant illumination, one for turn signal flash). I doubt you're going to find that, and will probably be restricted to using it only as a flasher, or only as a marker light.
