While I am not familiar with Ford vin numbers the number you have given is not likely to be the to be the vin number that is on your registration or the driver door mfg, plate. Codes where used from 1998 on,so I was told last week,when I called a dealer, to ask that question,in order to help someone.
If your vehicle needs a code ,you have to pay, to put the scanner on it,to retrieve the code

You are describing the Lock 10 message. Ford charge a fortune to resolve this - up to £200.
However you can fix it yourself with a bit of help. Contact these guys at this link.
They charge £3.50 to decode the radio itself but be sure to use the contact form to let them know the radio is also locked up as this requires an additional procedure to get the radio to accept the code.
They will supply the instructions you need to get it running again. Have used them several times.
