I have a 97 L's 400 Lexus it does not come out of neutral and won't turn over.Its been smogged for the year and has low miles now I'm lost please tell me what u think it is???

The system has to see a wide range of conditions before a smog test can be done. On most brands you have to drive at least 50 miles, at various speeds including stop and go, let it idle for 5 - 10 minutes, and run at freeway speed for at least 25 miles. It also has to reach normal operating temp of 195 degrees.

Are you saying the engine cranks but won't start, or the engine won't crank ?
If the engine does not crank, you would check for voltage at the starter, the neutral safety switch, and the key switch as well as the ground connections.

its most likely a catalytic converter issue. they are usually only good for 10 years, mileage has no bearing on their lifespan. the precious metals inside wear out over time, not miles. in many parts of the country where we dont have smog tests most folks dont even know they have a failed converter untill the dang thing falls off the car.

Your best bet would be to go to an auto dismantler. They have an interchange book that will tell you what engine may be interchangable with yours. There is also a company that sells used engine longblocks from Japan that are low miles that let you pur parts on it and go. Unfortunately I can't remember their name or if they are even in business still. They are usually around 35 to 40 thousand mile motors because Japan requires vehicles to meet certain standards or the engine gets replaced. As an example in my 78 Honda Civic 3 door the 1200cc 4sp assembly was replaced with a 82 Honda Accord 1800cc 5sp assembly and it putts right down the road with better than 40+mpg on the open road. The auto wrecker can tell you what will be able to fit or not and for what years. Some of them will say engines will not fit because the smog is different, buy it also. Complete engine assemblies work the best, smog and all, you just need the correct engine mount placement and trans mount bolt pattern to be the same, the rest is just routing the plumbing and electrical.
