Guess. Either the vehicle or the speedometer is from Canada, as is set up to run in that country. Changing it will be a really big job, as you would have to take the dash apart, I think If it were mine, I'd call a GMC dealer and ask them what it would cost to change it over. If that were too expensive for you, you might consider finding a way to add MPH numbers to the plastic speedometer cover, like little stick on plastic numbers people buy at an office supply store. It appears that you need to have the speedometer calibrated. Unfortunately, this is very challenging. You'll need to take it to a mechanic. Dependent on where you take your Envoy it can cost around $75+

Sounds like you have a instrument cluster going bad,but I have repaired some concerns like this at the dealership with a reflash downloaded by there Tech2.
That is a manufacturing defect associated with your instrument cluster. My local dealer replaced my entire instrument cluster for free (truck was out of warranty) when my speedometer showed 100 mph in a parking lot and my oil pressure gauge read 0.
Replace the speed sensor, but also make sure you clear any codes, even if none are showing up, disconnect the battery for about 1 hour. After that drive it easy for a while, so it can relearn.
