Connect with cheap OBD2 car reader (even ELM327 device) and display live data from the sensor with the engine off, ACC on. It should be at 0%.
Then slowly press the acceleration pedal as it should go all the way up to 100%.

I have a 2004 Toyota Tundra 3.4L that loses power with recurring codes P2103 and P2112. I had p2111 prior to cleaning throttle body, runs a little better, but still not enough power.

Cool that I found this topic. Recently, after a rain, on my ranch, I accidentally crashed into a stone, the bumper is unlikely to be repaired, but I do not like driving an unrepaired car. And my friend suggested to me a great store https://bumperstock.com/collections/ranch-hand-bumpers where I can choose the right parts for my SUV. I have never seen so many choices for large cars. And the prices are very reasonable.

What do the codes P0507, P2111, P2135 and P0221 mean

P0507 is Idle Control System RPM too high - I bet your idle is around 1500-2000 rpm, right? That could be the idle air control valve, or something as simple as a mass airflow sensor cleaning (get the specific spray for it, not just WD40 or something).

P2111 - Throttle ActuatorContro System. On a 2004 you may have to clean the throttle body. It's not THAT big of a deal, but run by the dealer and get a new gasket first.

P2135 & P0221 - I think that's the Throttle Position Sensor/pedal switch.
Maybe someone messed with the intake on the car and knocked some wires off. Check the throttlebody connector that it's seated all the way in.

I'd start by disconnecting the battery overnight or pulling the fuses for it (remember to let the car sit for 15 minutes after ignition off before pulling the negative cable, then turning the ignition to position 2 before you reconnect it).

You might want to call a local Volvo shop (or dealer) with a VIDA/DiCE connection to get a proper read on the codes.

Electronic throttle control motor

clean the throttle body out with carb or throttle body cleaner. My 2004 Volvo S60 was stalling at stops and cleaning it fixed the problem, the carbon build up doesnt allow it to function properly

I have 3 codes from my scaner p2111 p2112 p2238

P2111 - Throttle Actuator Control System Stuck Open.
P2112 - Throttle Actuator Control System Stuck Closed.
P2238 - O2 Sensor Positive Current Control Circuit Low Bank 1 Sensor 1

For the P2111 & P2112 you will need to replace the throttle body this can be pricey since the TAC is built into it. Try cleaning it good and see what happens. This can also trigger the P2238 code if its dumping fuel.
For the P2238 check the connections on the o2 sensor or replace the upstream o2 sensor that should correct it.

Check engine light is on and the car lost power. By checking with a portable meter, it showed "P2111 TAC system stuck open", what does it mean and how to fix the problem?

It means you probably have a bad TPS (throttle position sensor) or TAC, in the throttle body. Costs about $60. Is easy to change. While in there, make sure the throttle body is clean, because heavy coating of oil water, grit, etc. builds up and will inhibit function.
