Probably going to be your ignition. Its the litytle box under your steering column with all the wires running to it. Check the fuses 1st to rule out the REAL easy fix but I'd put my $ on the ignition. Hope I could help. Good luck
If you have power but the starter won't engauge here are a few things to check 1 start at the fuse box check fuses. If the fuses are good check the starter. This time of year cold weather starters have more strain and burn out easier. Also exessive oil dripping on the starter can cause to go out because of residue build up in the starter. If the starter checks out good it is then a bad conection or wire. thanks
This means you have a ground problem , either at the battery, or at fuse junction block, or at the block , follow ground cable from batt. to block and anyother ground points.(corrosion). possibly bad battery with a dead cell.
Some fuses are in a fuse block on the passenger’s side of the instrument panel. Pull off the cover labeled FUSES to expose the fuses. Check the Position 1 for Cigar Lighter...
Additional fuses are in the underhood electrical centers on the driver’s and passenger’s sides of the engine compartment. Check your 1999 Chevrolet Monte Carlo - Owners Manual.
Day time running lights run low voltage to the high beam bulbs so it sounds to me like you need two new bulbs or you need to check the fuses and see if any need replaceing.
check that the dimmer switch hasn't been turned down all the way first. Then try a different switch in its place. you could also check voltage coming out of the seotch
