how to, who can, what are specs. what is the question?

the FSM covers this, and the rules vary by country.
some are auto adjusting. (Europe)(complex rules)
others have L/R -U'/D adjustment and others only up/down

1. Park the vehicle on a level surface.
2. Make sure the tire pressures are correct.

4. Clean the outer lens so that you can see the center of the headlights.
5. Park the vehicle in front of a wall or a screen.
6. Turn the low beams on.
7. Determine if the headlights are aimed properly.
8. Measure the vertical adjustment height of the headlights (A). The lights should reflect 2.1 in (52 mm.) below headlight height (B).
9. If necessary, open the hood and adjust the headlights by turning the vertical adjuster.

older vehicles have adjustment screws accessible thru trim on front of headlights, newer vehicles have adjustment screws in engine compartment on or near each headlight assembly (usually requiring a torx screwdriver) one screw will adjust side to side and the other will adjust up and down. park vehicle level with lights on & aim at vertical flat surface 20 feet away. Cover headlight you are not adjusting so it doesn't interfere with aiming the one you are working on. Driver's side- just below height of light on vehicle and to the right of straight, Passenger side- just below annd straight ahead. Adjust at low beam. Law enforcement and DMV prefer you have this done by shop.

Usually there is a screw around the headlight rim or behind it, that you adjust while aiming the headlights at a fixed mark on a wall.

I had this problem. The plastic grommet that the headlight fit into was cracked. I got a headlight assembly from CertiFit (cheaper than dealer.) Or try a junkyard.
