1995 was the change over for the blazers from the old square looking to the sleek aerodynamic look. a lot of things changed, including the 4 wheel drive setup. If the car has the 1994 setup. What you do is park the car, engine running, place the car in neutral and press the 4 wheel drive button until you see the light switch to the 4 wheel drive button. Then let go. If you have the current version. Just put the vehicle in neutral and press the 4 wheel drive button. if you don't hear the system switch to 4 wheel or see the light switch, then you have a mechanical issue with the 4 wheel drive system. The only blazers that have front locking hubs are the K5 Blazers, the large blazers that are the size of a silverado truck. The s10 Blazers are push buttons on the instrument panel.
As Steve stated. Also if it has manual locking hubs you will have to go to the front wheels and turn the dial that is in the middle of the wheel and turn to 4wd
Hey Gilbert ,it should be easy sitting in drivers seat all the way forward is 2wd down one is 4wd high next one down is netural and last one down is 4wd low on older cars you may have to roll a little forward and roll a little in reverse to get it to in gauge , the sane when taking it out of 4wd

check the shift motor if it is the push button transfer case. I have heard of the motor going bad in the s10 blazers

I have a 94. Had the same problem last year. If it is the same as mine there is an actuator located on the front differential. When you pull the lever to put it in 4h this thing acts like a push rod and pushes the gears in place. It screws right in and there is a plug. I bought mine on-line for about 80 bucks. The car guy told me they do wear out becuse the get all the road grime and the part is gas filled. I'm not a mechanic but that is what I had to do.

Has this Jeep been modified at all?
It sounds like the shifter cable was reinstalled backwards.
Specifically the 4-Low "Not Climbing Well". 4-Low should give you the best torque and hill climbing ability.
Do you feel any "Binding" in the steering wheel (difficult to turn)?
Remember a Jeep uses real driveshafts and differentials to give you 4WD - you cannot engage 4WD or 4-Low on dry hard surfaces. It needs a little bit of slip between the wheels for turns.
Check you're fluids too.

It's most likely the "four wheel drive actuator" This is located on the front differential housing. It's cylindrical shaped and has a large hex (about
1-1/4") and two wires coming out of it. Usually they short out and blow the fuse but, I've also seen where they just quit working and sometimes they just get slow to work. The "actuator" has a heating element in it and it warms up, some sort gas, causing it to expand thus engaging the front wheels. In cold weather it may take a minute or so for it to engage, so put in four wheel drive and wait for a bit and see what happens.
