I tried so far was flushing the engine with caltex flushing oil, 3liters, then putting the new clean motor oil, almost 5liters, 15w 40. Still the same condition.

but btw , blow by happens on ALL engines. ALL.
only how much matters. !
that is what PCV does, captures that, and eats it (burns it via induction)
show a video of the smoke, with PVC paths clean and not blocked.
do you know who to test breathers, (both ends)? blow on them.
if blocked its blocked, some have check valve one why blocks normal other way never.
blowby is subjective, (amounts)
and its all past the rings. is if excessive, ignore it or rebuild the block.
I take it that this is a diesel engine. The oil you should be using is diesel oil 20w-40 or 50 next there is blowby from the combustion process that is heating the oil in the sump and it is fuming of. If the engine is running well it is not a great problem
If when doing an oil change the oil is thick and heavy and doesn't like to run out then it is a problem as the paraffins in the oil are burning and reducing the oil to tar.and this means engine rebuild.
If it is a petrol engine then you can use diesel oil in it as the only difference is the cleansing additive in the diesel oil. It helps keep a petrol engine clean inside
If it where blow by ( severe) enought to be bad rings you wod be burning
Tons of oil and it would be shooting out of the dip stick. If your breather or pcv was clogged you would see smoke out of the dip stick
