Always refer to the owner's handbook first for fuse locations. Manufacturers tend to move fuses around depending on geographical area and trim levels.
Cigar lighter is generally not individually fused in my experience and if that is the reason for it not working there is usually one or more other accessories that also don't work.
It has been a number of years since vehicle manufacturers have fitted the cigar lighter. Smoking is now none-pc so now the cigar lighter is called a power outlet or power socket even though it looks the same and if an element is fitted it (sometimes) performs the same even though it is now intended solely for low voltage accessories or appliances and not for smokers..

The cigarette fuse is located in the battery junction box under the hood, it is fuse # 10 and is a 20A fuse, open the hood and find the box it is on the passenger side towards the back of the compartment, it is 10th in line on the top row, also you can check these fuses without removing them through the clear plastic top so that should make things a little easier too, hope this helps

First off, make sure if you are replacing the fuse yourself, take the keys OUT of the ignition and put them in your pocket!
I'm not 100% sure, but there should be a fuse box under the hood on the driver's side. In the lid of the box after you remove it (or on a label on the top of the box) is usually a diagram showing the location and function of all the fuses in that box. I think it's listed in the manual as being fuse spot F54. If my sources are correct it should be a 20amp (yellow) fuse but always check the recommended fuse replacement by the diagram or in your owner's manual.
A helpful tool to buy from an auto parts store or auto parts section of a wal mart or k-mart, is an automotive fuse puller with extra replacement fuses for your car. If you're unsure of what fuse is the right one, take the old fuse out carefully with needle-nose pliers and take it to the store to compare. If you take out the right fuse, driving with out it should not harm your car in any way (it's broken already).

start with a test light and check for power at the center of the cigarette lighter socket. If power is good, then check for ground at side of lighter socket.
If no power, run wire from power wire of lighter to power wire of stereo, thus tapping the power directly and bothering to trace out where the open int he circuit may be.

Under the hood directly in front of the driver is a covered fuse block. Remove the cover and the fuse is #34.

I had exactly same problem. I could not use my GPS or charge my cell phone.
In front of the driver sit, there are actually 2 fuse boxes. You probably found the first one. A second one is located above well hidden. Once you find it, you'll find the fuse you are looking for.
