I can a similar problem in a toyota 4runner, i did the same changed the bulbs and fuse, but turn out to be the brake switch. The switch on the 4rummer was located under the dashboard where the brake pedal makes contact with the switch which was on its own bracket. The switch was white in color made of plastic and used 1/2" nut to secure it in the bracket and one wire connection.

The whole assembly will pop out with a screwdriver (carefully). Then the bulbs can be reached. Just push the whole thing back into the slots when you are done.

See if there is a relay for the tail lights/brake lights. I would go ahead and install new bulbs. Make sure that you get the correct bulbs. Not many vehicles still use the old 1157's.

if you have changed out the brake light switch try looking up where the pedal is attached to the car i had a honda and there was a little clip that when the brake isnt pushed it would shut the brake lights off and so when i figured it out i just fixed it by sticking a fender clip in its replacement and it worked.

check the erth mabe bet conection black wire from the ligth to the body of the car.
