Disconnected the battery, didn't help. Pulled the fuse.
Its a bad hazard switch. They don't fail too often but it does happen.

they are usually one and the same box fuse...you might try putting in a new one

Under dash by your left knee is a 4"x4" box. It has a small wire lead with a button on the end. Turn ignition on and push button. Resets the alarm. THis will stop your lights from flashing. Have a great day.
SOURCE: 97 Subaru legacy won't start and locks do not work. Battery is good and all fuses are fine.
take your ground wire off the battery and clean it with a wire brush it sounds like a ground problem
