2007 dodge nitro SLT A/C have low volume air coming out of the vents with the heat or A/C on. Could it be an actuator or door not opening or broken? All vents have low volume of air coming out.

No spring , no trap . Has electrically controlled actuator that opens an closes the temp blend door . Your best bet ,take it to a qualified repair shop , as the dash needs to be pulled to replace this actuator .

I would pull off the blend door actuator and swap it out with a new one. Or another option is to swap it out with one of the other actuators. The blend door actuator is interchangeable with the actuators for the mode-air doors and the recirculation-air door.
Disconnect and isolate the negative battery cable.
If equipped, remove the silencer from below the driver side of the instrument panel.
Disconnect the wire harness connector from the blend door actuator located on the driver side of the air distribution housing.
Remove the two screws that secure the blend door actuator to the actuator mounting bracket and remove the actuator

That could be a couple things. Either the electric lock solenoid is not working or the latch mechanism is messed up. This is what you need to find out. If it will unlock and open when the key is used in the lock, then the problem is obviously NOT the latch mechanism....It is the lock solenoid or the circuit to the solenoid. If this is true in your situation, the FIRST thing to look for is broken wires in the wiring harness that connects between the body and the lift gate.
If you cannot open it even by manually unlocking it with the key, then the latch mechanizm is the most likely suspect.
{: ) The popping sound you heard is caused by the sudden movement of an HVAC door, most probably coming from the recirculation door actuator (right dashboard area) or the mode actuator( mid dashboard area). The fan outputs could be normally working, but is being muffled by the incorrect positioning of the HVAC doors, giving an impression that there is fault in the blower controls. In other words, your vehicle is having an air distribution issue.
If there's no conflict in your climate settings, then the trouble may be in the HVAC doors binding or broken, or the actuators faulty or sticking. In both cases, servicing may involve removal of the dashboard to access these HVAC components.
