Error code P1624 on 1999 BMW 528i series. Most of the answer post advise this may be the thermostate getting stuck especially on the 300 series. Would this be the same for the mines.

Absolutely a thermostat malfunction, it seems to be a common issue.Change it out and your troubles should be gone. You can also test it in boiling water to see if it opens at the temp stamped on the thermostat

On a cold start, the engine struggles

probably a bad air/flow sensor, try to clean it with sensor cleaner, its by the air intake filter box. if not clean the throttle body really good.
