You have a fault with your power control module PCM (p1640...code specific to Hyundai and Kia). This is having a knock on effect on your injectors (general codes p0201...4) resulting in the further codes (Kia codes p1119 and p1120). Sorting the PCM will resolve the lean start issue and will correct all the other codes. Check whether there is any fault with the wiring to and from the PCM, look for breaks in insulation. Use a multimeter to check on wiring integrity to ensure that there are no internal breaks; wiggle the wires to check for intermittent fault. If wiring is 100% good then focus attention on the PCM. If possible, open it and check circuit board for any cracks in solder around pins. Resolder anything obvious. If everything looks OK then replace the PCM (breakers yard is a good cheap source).
Try put a good fuel cleaner in your fuel tank it may be the case you have water in your fuel filter.
Yes i have worked on these vehicles but never come across this before ,check the glow plugs and the relay to check their all working which i suspect that either the relay/timer is faulty or all 4 glow plugs are gone ,failing which you may need to return the vehicle to the dealer to have the computer re-flashed but i suspect a faulty timer relay or on a 2003 vehicle all four glow plugs are burnt out ,not difficult to change though as their on the top of the engine

it is located on the drivers side underneath the van. you have to remove it from the underside of the car. you will need a 17 millimeter socket or wrench. Remove the ground cable before attempting to remove the starter.

this vehicle has coil packs for the ignition correct? have you ran the engine at night with all surrounding lights outs so its really dark. spray a mist of water on the coil packs and spark plug wires to see if you have spark/voltage leaks jumping out from them. sometimes the tiny sparks will be so fine and skinny you can barely see them so it needs to be dark. hope this helps your trouble shooting. a coil pack could have such a fine crack for the voltage to leak from that you cant see it.
