It sounds like you have a control problem , The ECM or PCM energize the relay by supplying a ground or power depending on the manufacturer ! What make , year model vehicle ! P0481 Cooling Fan 2 Control Circuit Malfunction
IF your transmission is truly slipping then changing the fluid is not going to help. It won't hurt but it won't help. I am wondering, are you sure the transmission is slipping. It will have a check engine light on and a trouble code if it is slipping.

Hi there: DTC P0481 - Cooling Fan 2 Ctrl CKT Malfunction The P0481 requires reprogramming the PCM at a Mazda dealership, see below TSB in THIS LINK:
DESCRIPTION Some vehicles may exhibit DTC P0481 (Cooling fan relays malfunction) stored in the PCM.
The false DTC detection occurs when the A/C refrigerant pressure switch is ON but the cooling fan relay is turned OFF by the PCM because the coolant temperature is 108C degrees and under. The PCM stores DTC P0481 because the cooling fan is operating without PCM control command. This is due to improper PCM calibration.

Circuit Description
Output Driver Modules (ODMs) are used by the PCM to turn on many of the current-driven devices that are needed to control various engine and Transaxle functions. Each ODM is capable of controlling up to 7 separate outputs by applying ground to the device which the PCM is commanding on. DTC P0481set indicates an improper voltage level has been detected, which controls the Cool Fan 2 and Cool Fan 3 Relays.
Check cooling fan maxifuse 15 amp. This fuse supply's B+ voltage too cool fan relay's 2 & 3 control side . The PCM supply's a ground to energize these two relay's , the PCM is not seeing the correct voltage that it should be . The fuse could be the problem , an open circuit , the transistor or driver as GM calls it output driver module . The number 1 relay is working fine , with A/C on # 1 relay is turned on or energized by the PCM for low speed operation .

That fault indicates a problem in the electronic cooling fan circuit. More specificly the output driver in the onboard computer has detected a problem with the control circuit of the electronic fans. First inspect for correct operation of both radiator mounted fans.
