Yourr car have 4 cylinders, there are 4 injectors and 1 cold start injector. You can trace it from your Fuel distributor. Your cold start is operated by a electric valve. It has a normal close state and only open when you start the engine. Its function to inject extra fuel so you can have a rich mixture for easy start. Now it is dead so you don't have a fast start. Have it replaced then you will be happy.

What is an OBD code 51 on 1990 toyota corolla 1.6L 4A-FE and how to test?

Well this answer is going to be a bit fuzzy.
Code 51 is for a switch signal issue. The possible causes are the throttle position switch, the neutral safety switch, and the ac compressor switch. One of those three is not sending a signal to the computer. So if its the ac switch, you know why.
But all three would need to be checked out.

I have a 1991 toyota corolla which was left for 10 months in the garage. when I came back the carburetor got stack-up and need to be overhauled and the bushing of the starter needs to be replaced. Then...

If it starts fine when warm but not when cold it sounds like the choke is not coming on , Get who ever repaired the carb to fix the problem as they have not done what you paid them for.
hope this helps
