I am having the same issue with my 2010 w/10 way seats but mine will work in all directions but down. It will not de-elevate on the passenger seat.
Need to know what year expedition ,does yours have Memory power seats ?
Driver and Passenger Power Seats
The driver and passenger power seat motors are hardwired to the driver or passenger seat control switches. The circuits are normally at ground through the seat control switch. The individual circuit is switched to power when the specific adjustment position is selected. Something jamming the track would not stop the seat from going up and down. Sounds like a power supply problem. Need to check fuse's F1.109 30 amp. in the central junction box. If the fuse is good check for power at the seat switch connector ,pin 7 Dark green wire. if no power there check for an open in the wire. If you do have power check the switch with ohm meter .

I'm assuming this is a power seat. If so, there are separate motors that control the various functions of the seat such as forward/backard, recline, lumbar support, etc. It could be that the motor or an electrical connection to the motor for the forward/backward motion is faulty. Normally all of the motors would be on the same power circuit, so if some of the functions are working then it is probably not a blown fuse.
Just one other personal observation, I have actually seen an instance where some loose pocket change had spilled under the seat and a quarter had become wedged in the track that the seat slides in and had jammed the tracks so tightly that the seat would not move.
One thing to note is whether or not you hear anything when you try to move the seat forward/backward. If you hear a click or a buzz when you press the button then that could mean that something is physically jamming the seat tracks. If you don't hear anything when you press the button, then that more than likely means a problem with the motor or the electrical connection to the motor.

Get out your voltmeter, unplug the connection to the seat's motor, underneath the seat, and hit the switch. if youve got power going to the motor then youll need to replace the motor. If not, it's probably the switch. Also make sure the wires are not cut or damaged somewhere between the switch and the seat.

Check the fuse box for a blown fuse, both seats may operate on one fuse depending on the model of vehicle and the fuse may be located either under the dash on the drivers side or in the engine compartment on the drivers side.
