could be that one of the rods inside the door has shifted to where it is not allowing it to unlock, sounds like its just jammed. I would remove the inside door panel if you can and look at the rods leading to the lock and the door handle see if they need to be freed if so after freeing them grease them real well with any kind of gear grease so it wont happen again.
I have this problem every year with my car, 1993 buick regal custom, 3.8. What happens is it gets cold, warms up a bit, and ice or snow melts and gets in the door, then it gets cold again and it freezes. I go to unlock and open the door from the outside and this problem arises.
There is a vertical rod on the left side of the drivers side, right side of the passenger side, that gets bent, from trying to open the door when that mechanism is frozen up. Just bend it back, a TINY bit and it will start working.
I got tired of taking my door apart every time it happened so i cut a little "door" in the cover thing, so i can get at that bar.
I also tried coating it in grease and that seems to lessen the frequency.
Sounds like you need a new latch assembly, or you lock actuator is unhooked and not unlocking your latch. Will need to try and remove the door panel to see what is going on. It will be hard to do with the door closed.
R/F door trim will have to be removed. Most likely you will find linkage disconnected from the inside latch of the outside door handle. You might even find a broken piece of the door handle requiring replacement
If it will not open from the outside it could be that the clip came of of the handel inside of the door panel.turn signal could be that the bulb is bad even if it lights up if it doese not flash it is a bad bulb
