Hi! Pancho,
Looking at the brief outline of your problem it may be due to ignition switch failure? You obviously seem a competant Mechanic by all the jobs you have done already?
Have you tried Hot wiring the starter? (Take a insulated live+ wire from the battery and flash the solenoid)
Or if it is easier remove the block from behind the ignition switch and hot wire from there as I think it is this that's the fault.
A common problem on Vw's you twist the key all the way but the starter connection doesn't make so the solenoid on the starter doesn't get power.

crank it up and pull one of the battery cables off and if it cuts off it's the alternator.

take starter to auto parts store for testing, if good check starting solenoid, battery cables, ignition switch
SOURCE: wont start, new battery, relay good, starter good.
Check the Starter Solenoid mounted near the battery.Check it out in the dark...have someone try to start it and see if it sparks at the solenoid.connections may be loose.Also check/wiggle wiring harness to starter.
