Smack the bottom of the fuel tank in the center. If the pump starts working again, replace the pump. Old pumps can't take a dry run. they tend to lock up. smacking the tank shakes them sometimes and they will work. But this is only temporary. It will eventually quit all together.
As their is a lot of preasure on them it would be best to clean and smooth the face of the piston and use a copper washer. Tried all kinds of chemical metals and sealers non I would trust on brake's.
The timing belt is synchronous and will not slip. if it did your car wouldn't run. it is most most likely a drive belt. replace the drive belts. if that doesn't fix it then one of the pulleys is going bad. its hard telling which one.
Sounds as though the tank sensor is faulty. Access through top of petrol tank, note the wiring colours and position. Lift out and check condition of float and the rheostat wiring and slider. Get a replacement from EB spares
