I am taking a stab at this one here but I would check in the trunk behind the fa?ade panel to access the bolts for the hinge. You may be able to see it from underneath as well.

For the BMW 7 series (E38) 1994, 1995, 1996, 1997, 1998, 1999, 2000, 2001 model year. Fuse box in engine compartment. fuse box location. Open the hood.
see if there is an inline fuse on the power wire to the radio. It appears to be a known issue. Check out the link
I do not have the 740IL manual, but generally the fuel pump relay is either on the right side in the trunk above the battery or behind the glove box. (there is usually a little card indicating which relay it is)
The battery for your car is under the back seat on the pass. side. Unlock the car with the key and manually unlock the doors from the inside. Pull the back seat up to unsnap it from the clips on the floor.
Changing oil in the BMW 740iL is no different than other cars. If you are not comfortable with this find a trusted German Automotive mechanic to do it for you.
You will need a large socket to remove the oil filter housing cover. The BMW tool is expensive. You can use large channel lock pliers with a smooth jaw or place a small strip of cardboard (like cereal box) over the teeth on regular pliers so you don't damage the cover.
