If the bulbs flash when you unlock the vehicle, then they are likely not the issue. My guess is the relay contacts are dirty. Just because a relay clicks, it doesn't mean that it is passing current through the contacts. Try and swap the relay with another of the exact same part number. There's usually another available...ie the horn relay, fog lamp etc..
Your running lights which come on when you are in drive should be the ones flashing when you use the key FOB to lock or unlock vehicle not your head lights. Although unusual maybe both low beam head lights are burnt out or a bad ground, that the only thing that makes sense to me.
check fuse for low beam, then possibly both low beam globes. they could have blown.
the key remote may need reprograming into system try put key in ignition in on position then press remote buttons a couple of times then try if no good need to go to dealer to be programed into system again or it needs repairing/replacing.
replace the headlight bulbs. Usually when the bulbs blow out the low beam blows out first, but the high beams still work.
If you want and need both low and high beams to work then replace the headlight bulbs with brand new ones and I garauntee that both low and high beams will work
