Question is, does fuel pump relay come in/ go out when ignition switched on? How do you know "no power source to fuel pump", was that because bypassing the relay didn't cause it to run? Or did you check for supply to the pump and find nothing doing?.
Sounds rather like a frozen pump to me... or a blown fuse??

there are two locations one is inside the fuel tank and the other is beside the fuel tank before the fuel filter

Check to see if you have spark to your spark plugs. On hondas if you have no spark it wont let the fuel pump get power. This is controlled by a small part in the distributor called the ignitor by honda and ignition module in aftermarket terms. when this part goes bad you wont have spark or fuel. it is a pretty expensive part. sometimes its cheaper to get a used distributor at the junk yard and change the whole thing. also make sure your timing belt hasnt snapped cause if it did your distributor wont turn and you will get the same results. take the distributor cap off and check and see if the rotor spins while someone is cranking the engine. if it doesnt turn your timing belt is broke or your camshaft broke in half. broken camshafts are a common problem with 95 accords. If none of this helps you may have a wiring problem or even your cars computer may have taken a dump
