First I would suggest purchasing a Haymes Manual or Chilton's manual for your vehicle. Secondly, If none of the windows are working more than likely it is a bad fuse or relay. The vehicle user manual will have the layout of the fuse panel and the power distribution box. You can find the manual here http://auto.manualsonline.com/manuals/mfg/ford/1999_explorer.html?p=11
This page of the manual shows the location of the Power Window Fuse / Relay it is located in the Power Distribution box under the hood.

You may want to simply go to the parts store and buy one and replace it, then see if it works, before tearing in to door panels and checking wiring.
Well I had the same problem with my pathfinder and found the driver side moter was gone and the shut trhem all down you might try that,.
First check the circuit breaker for the windows (just one for all the windows). It is on the fuse panel. They are about 1 inch long and a quarter inch wide, encased in metal. Swap it with a 30 amp fuse, if they work get the circuit breaker. If they died all at the same time, look at the master switch or the wiring to the switch. Usually the wires break at the door jam. there is a rubber boot at the front of the door, check there for broken wires. It just pops off the door and the jam. There is a plug on the jam side. If they died one at a time, then you will have to start pulling door panels and check them out. Bad motors or bad regulators.

When you first turn the key you should hear a buzzing sound coming from the fuel pump if not check your fuses if they all check ok then it is probably a fauty fuel pump

SOURCE: my 96 ford explorer power window will not work
TRY CHECKING THE SWITCH. WITH A TEST LIGHT, THERE WILL BE A WIRE THAT IS HOT. WHEN YOU PRESS THE WINDOW BUTTON, SEE IF ONE OF THE OTHER WIRES GET POWER TO IT. IF YOU GET A WIRE THAT LIGHTS UP ON THE BACK OF THE SWITCH WHEN YOU PUSH THE BUTTON, THEN THAT MEANS THE SWITCH IS WORKING AND THE MOTOR NEEDS TO BE CHANGED. IF ONE OF THE OTHER WIRES DON'T GET POWER THEN THE SWITCH IS BAD. HOPE THIS HELPS. PLEASE KEEP ME POSTED. THANKS FOR AN HONEST RATING AND FOR USING FIX-YA.
