Believe it is fuse no. 17 but go to bing.com and type in 1997 lexus Ls400 fuse panel. There are many diagrams there and you should be familiar with what your panel looks like.
Not sure what model you have , but most heater cores on modern cars are located behind the dashboard , to the right of the drivers foot pedals,near the floor. , usually a removable carpet or panel will allow further inspection .
It's located inside the transmission so you'll have to drop the transmission pan for access. The attached document goes over removing the pan and identifies the solenoid.
Everyone says this is easy, not for me. I've done many heater cores and I never had this much trouble, not even on my Lexus LS400. I'm in the middle of this now and I can't get the cover off the heater box to get to the core. All bolts are out (even the one in the back which took 2 hours) and the cover is loose but it wont drop out. Also, getting to the clamps on the 2 hoses is a real pain. There's not enough room to grab the hoses to twist them loose and pull them off. I'm just gonna cut them off and put on new hoses. I do have a question though. Between the 2 hoses on the engine side of the firewall there's a bolt, does that need to come out to remove the core?
Check the fuses obviously, and then check for power at the plug for the seat heater. It is common for the seat heater elements to go bad, however recently universal heating pads have become available through the dorman company. To replace them is a rather involved procedure. You must remove the seat, remove the cover, and replace the heating pad element. It kind of sucks even for an experienced tech. Good luck!

You could have a blocked heater core. Check for two heater hoses running into the firewall in the back of your engine. They should be together and about 5/8" in diaameter. If one is hot and the other is cooler then your heater core is blocked. Unhook both hoses and use a garden hose to back flush. Be sure to catch the coolant and dispose of it properly.
