SOURCE: I want to wire 2 driving lamps into my discovery
Instal a relay (preferably in a mounting socket);
Wire one side of the control coil to the +12v mainbeam 'on' circuit.
Take the other relay coil control connection to the additional 'Driving-lamp on' control switch (switched to ground).
Supply relay contacts 'common' with a fused +12V from battery - use wire with sufficient current carry capacity to feed driving lights.
Connect switched +12V output to the driving lamps.

You meant the wiper do not park? That is a problem with the motor assembly, which is responsible for parking the wipers. The switch just turns it on, and off.

sounds like a faulty brake light switch which was commom on disco2
You can find factory wiring diagrams here (free RAVE Download) http://www.landroverresource.com/ And sure you can wire your spots into rear fog switch, depending on watts/draw of your lights you might want to "UP" the fuse rating
