When this all started my 92 LS400 was running real bad & had no power at the pedal. I pulled EC 13 and after some research I checked the timing mark locations & noticed the timing belt had jumped a couple of teeth so I changed the belt. I have also checked the connections & cleaned the crank & cam senors & the ignition coils. I also checked for any possible bad connections at the ECU. the engine now runs good at a 1000 RPM but will start surging & then stalls when it drops below 1000 RPM & and gives a popping when it reaches a little above 3000 RPM. I don't have the money to take it to a shop. I'm still researching but still no results. I still have EC 13 (rpm signal # 2). If anyone has experience with this issue I need your help please.
Tony, take the new belt off and start over. You've not set the valve timing properly. Get the #1 piston up to top dead center on compression stroke first. Now remove the belt and get the crankshaft in proper position, THEN put the belt back on NOT moving the crank or cam pully when applying the tensioner. Before you put the covers and other stuff back on and in your way of sight, turn the engine over 360 degrees and see if the marks come back to proper position. Should be good now. Put the accessories back on and done.

Cool Bro. I had the same problem before and now do this every time. I always check and rechack before I cover it up. Have only found one off once and redid it and rechecked again. The best mechanic will always do the same. Have a day Bro.
hey Rigger , well i set #1 piston @ tdc & timing mark on the balancer was on 0. I also reset the timing marks on the cam gears so that all three marks were on their locations.i put the belt back on turned the crank 2 revolutions & all three marks were lined up. I put it back together & started it. It took a few more cranks than usual to start but it seemed to run ok until it warmed up then it surges from 800 rpm to 400 rpm then back up again and so on & i have no check engine light.

I have a 1992 Ls 400 and I changed the timing belt and my power was reset as well as everything else,so I would change the timing belt and make sure you line up everything on it's marks are you will encounter the same issue.
Yeah, it's time for the timing belt. The crank and the cams sensors have to be on the the exact timing marks. When the belt gets old and start to stretch, it will pop the code. If you do it yourself, get a manual for it and follow it to a "T"
