Could be a alternator bearing try removing the belt and spinning the alternator by hand.
SOURCE: Odometer and belt tensioner
Scott,
I have a 92 Dynasty also and I had a problem with it throwing the belt when it rained. After having the belt put back on twice, and when it popped off the 3rd time just leaving the repair shop, I took it back in. The mechanic told me that it had to be the tensioner. I had it replaced and had a new belt also. I have never had a problem since.
The odometer problem, mine just quit working yesterday at 119xxx, so I am looking for a solution for that myself.

does the wining get louder when you turn the steering wheel,if so it is the power steering pump.
SOURCE: the steering makes a loud humming noise when I
there may be air in the system - if you fill the power steering fluid reservoir with fresh fluid and then with the engine off and the front of the car jacked up so the wheels are off the ground turn the steering wheel from lock to lock slowly and completely about ten times, the slower the better - you can do it with the tures on the ground but it is bad for the tyres and hard work - this circulates the fluid and allows air to escape - if it dosent solve the problem the likelihood is that the power steering pump has worn bearings - it may be repairable, but its probably best just to replace the pump.
