If the fuel pump is inside the gas tank, remove the gas cap, to equalize the air-pressure inside/outside the gas tank. That should let the fuel pump "suck" the gas from the tank.

Have you checked the IGN Relays? 1,2,and 3?
How did the Battery test out?
Anything below 11.9v battery is dead.
So I suggest that you do not throw any more parts and check the battery again.

Key on engine off pressure on your truck should be 60-66lbs. A fuel pump replacement is definitely in order, bad thing is it is a whole assembly.

The plenum shouldn't be damp with gas. Is it a throttle body fuel injection system?

Could be a leaky injector.

Fuel Meter Body & Fuel Injectors (4.3L Engine) Removal & Installation 1995-2002 Models (RPO L35) To Remove:
4.3L (RPO L35) Fuel meter body assembly gm_trk_sil15_02-04_43_fuel_metr_body_assy.gif

  2. Remove or disconnect the following:
    • Upper intake manifold (See: Upper Intake Manifold)
    • Fuel meter body
    • Injector retainer lock nuts (J) and retainer (K)
NOTE: Use care in removing the fuel injectors to prevent damage to the electrical connector terminals. The fuel injector is serviced as a complete assembly only. Also since the injectors are electrical compartments, these injectors should not be immersed in any type of liquid solvent or cleaner as damage may occur. Fuel injector cleaning is not recommended.

Pull the vac hose going to fuel pressure regulator and see if it has fuel in it. If it does replace it. Just fixed one with multiple misfire codes.

My 2000 jimmy takes about 10 to 20 engine cranks in the morning when its cold out.when it starts its good the rest of the day. but its getting worse the amount of cranking the engine over in the morn

I'd use a fuel pressure gage, check fuel pressure, key on, engine off, first thing in the morning, 60--66 psi, spider fuel system. If you have the spider fuel stem, that system is noted for problems.
There is a service bulletin for cold start-up problems, caused by fuel poppet valves sticking. Once you get it started, it runs fine the rest of the day. The poppet cleaning procedure shows to be a shop procedure.

Having problems starting 99 Chevy blazer have to chycle fuel after running starts right up already changed fuel pump

First thing in the morning, key on engine off, did you check proper fuel pressure before you changed anything? Do you have proper fuel pressure after changing the pump?

Cycling the key several times before you crank it, helps to pressurize the fuel system. Also, if you have the spider fuel system, that system is noted for problems. There maybe some service bulletin regarding cleaning the fuel poppet valves. Hard start in the morning, starts fine rest of day. The cleaning procedure I saw, was a shop procedure.

Hard start cold, fine rest of day

I would be checking to see why there is power to the pump with the ignition off as this is a source to flat battery overnight.. May be a relay is still activated by a power source other than the ignition.

Hard to start in mornings

A common cause is a faulty check valve in the pump. The check valve prevents fuel pressure from draining back into the tank. The pump gets power from the relay for only 3 seconds during crank which would not be enough if the fuel line has zero pressure. You could cycle the key on and off a few times and probably start it quicker if that is the problem.
Have the fuel pressure checked after sitting overnight.

2003 chevy cavalier will not start after sitting overnight

Usually the sign of a bad fuel pump check valve that allows fuel pressure to bleed off over night. Try this in the morning. Turn the key to ON for 2-secs, then OFF. Repeat 3 times. Then try to start. If it starts right up, you need a new fuel pump. By turning the key on and off you're filling the fuel lines and building pressure that you lost overnight.

1999 chevy silverado truck will start first thing in the morning, but then has problems starting the rest of the day. Sounds and smells flooded too. Starts best when its very cold outside.

In the morning if you turn the key w/o starting it and let it sit a while before starting, does it have trouble starting / smell flooded? If so, likely a bad / leaky injector.

Otherwise, I'd check the O2 sensor(s), likely have a bad one.

hope this helps.
