This what I think is happening. Your engine is running rich because the ECM thinks it has too much air and so injects more fuel. When you now introduce air, by taking th e vacuum line off, the fuel mixture is now more balanced. Have you cleaned your MAF sensor? Also make sure your engine coolant is full.
manufacturer decided they wanted a unique system of fuel injection, at least different then that of most systems. The control valve may act up and not allow fuel to inject at intervals. Instead, it may take be clogged with debri, gunk, and other trash which needs to be serviced in a shop to be repaired. One very common activity with your fuel injector is it may cause the valve to stay closed and burn gas in a manner that is inconsistent with normal gas usage, the vehicle will start to blow out black and dark smoke out the rear end, trick your cars oxygen sensor, and allow the system to burn a larger amount of fuel for the same mileage. This problem needs to be solved in a shop where the equipment is available to make adjustments and flush out your system.

fuel pumps are a real common problem for these cars you can hear them run and they can still be bad because they leak the fuel pressure back into the tank instead of holding steady there is a test port under the hood on the fuel rail ontop of the intake there is a plastic cap on it and if you unscrew the cap it looks like valve steam in a tire hook up a fuel pressure tester there (you can borrow one from autozone or kragen for free) fuel pressure should be at least 50psi with the key in the on position and hold there steady if its less or if the pressure starts to drop replace the fuel pump
the problem is a fuel injector one or more is clogged up replace fuel injectors or run a good fuel injection cleaner lucus fuel injector cleaner will be sufficiant

smog pump or secondary injection pump works on cold starting to inject clean air into the exhaust pipe to help catalytic convertor to burn extra unburned fuel in exhaust gases and improve clean exhaust emissions then shuts off when catalyst reaches the right temp. so i guess your air pump is fine.
