It is under the wiper blades. Remove the blade arms, remove the plastic bezel, remove the motor.

It could be a fuse problem. The fuse box is located on the left side of the dash. It can be found with the door open and looking at the end of the dash. There is a small cover that when removed has a chart of what all the fuses go too. If the fuses proves to be good, the motor can be found under the hood (sort of).

To get to the wiper motor you will need to remove the wiper arms and then you will need to remove the black vent cover to get at it. It is only held in by five black panel clips. Once you have removed the clips and removed the wiper arms and the washer lines, lift up the cover and slide it out. Note: it comes out much easier than it goes back in. With the cover off, the wiper motor will be visible on the drives side of the car. Remove three screws (10 mm) and th entire assembly comes out. flip it over to see and depress the clip that holds the wiring on. You should be able to take it out and put it back in about 30 minutes. Try to do it on a warm day so that when you are reassembling it, you do not tear up the rubber seal around the windshield. I got the entire unit from my local junk yard for 30 bucks.

One more thing to consider as a possible problem is the wiper joystick in the car.

Hopefully it is only your fuse.

hi, im not sure if they would have a separate motor each because most vehicles have a linkage bar that connects the two wipers to keep them in time with each other. without the wipers on, try manually rotating the paasenger side wiper (be gentle) if that moves easily and the drivers side does not even flinch, then it could be a broken linkage. hope i helped!

SOURCE: 2003 Chevy Cavalier - Driver side wiper doesn't work

Likely broke the nylon bushing cap on the left side wiper transmission assembly. Best as I can tell, the cap is not replaceable so replacement of the assembly is required. These are available new AC Delco p/n 19120840 about $75, or on ebay used for about $35. ACDelco 19120840 Windshield Washer Transmission Kit. Goold luck, mine's broke too!

Wipers wont park on 1995 chevy cavalier

Most of the time it is in the wiper transmission in side of wiper moter. thats where the parking cam is. Spray pb blaster or similar on motor shaft and linkage it may help. Fix the problem, if not replace the motor. You may be able to pick up a used motor at a junk yard to save $$$$. Good-Day!

Where is the wiper motor on a 1995 chevy cavalier? Wipers wont stop in off position.?

It may just be the switch. The wiper motor is usually under the cowl at the bottom of the windshield. I'd guess the switch is probably wore out so it wont shut off.

Wiper motor on my 95 Cavalier stops in the vertical position. Is there a way to reset it to stop in the horizontal position?

The park ground position in your wiper motor has failed. Then only way to remedy this problem is to replace the wiper motor as a unit.
