That model had a recall. I hope the dealer did not charge you for it . File a complaint with the division of consumer affairs. Probably won't help since it was probably sold as is. However: anytime there is a manufacturer recall it must be fixed at dealer expense , no matter how old.
There is no place. The Cobalt has an electric power steering system. There is a bad problem with this car. My nephew had problems and when checking found out that there are way too many problems with this system. The entire steering column assembly has to be replaced. There is no recall issued on this for the Cobalt, but I heard that there was a similar issue recall for the Malibu. Hope this helps. I feel your pain!!
CALL A CHEVY DEALER, ASK THEM FOR A VIS SEARCH OF YOUR CAR, THEY WILL NEED THE VIN NUMBER. THERE IS A RECALL FOR THE FUEL INJECTORS FOR THE 2006 COBALT.
