Once I exceed 20 miles per hour, it drives perfectly especially at high speeds on the highway. It sometimes stalls when I reach 20 miles per hour.

hi is transmission auto ? or manual ? if auto do not continue to drive untill you have checked the auto trans oil ! also oil should be red in colour but if brownish ? have oil changed especially if not changed for a long time? if manual ? then your symptoms would indicate the clutch is worne /slipping ?

Re the trooper. You have a couple of possibles. The most likely is the glowplugs or glowplug relay. Don't be fooled into thinking glow plugs only heat to start - the also do whats called postheat. That is to raise the cylinder temp until the block is warm. IF they are not functioning (clip a light onto one whilst switching the glowplug on to test the relay) this is common.
Most likely is a stuck EGR valve - stuck open so running a very lean mix when cold. Its two bolts on the inlet manifold, pulls out and looks covered in soot - it should push in and spring out. Can be cleaned in petrol or alcohol or with compressed air.
More remote is possible you have a faulty injector...only really testable by an engine centre...

Definitely have a mechanical gauge put on your engine to check real pressure If it's as high as you think it is, you can blow up the oil filter (and loose engine) It may turn out to be a simple item like an oil sending unit. But don't assume anytng 'till its verified!The other item is not as critical as the pressure problem and at this point may or may not be related.

If its the 3.0 diesel it could be the rail oil pressure sensor starting to pack up .
