I have the same problem on mine. Once the hood is released inside the cabin, do the following:
Push the release in on the hood, then pull up a bit on the hood and then the release should pull out completely unlocking the hood. Hope this helps.
1
Open the engine hood by pulling the hood release latch located on the lower kick panel on the driver's side of the Volvo S40. Lift the hood up and prop it on the hood prop.
2
Locate the steering shaft that extends from the firewall to lower suspension located inside the engine compartment, by the front right wheel. Halfway down the shaft, you will locate the power steering pump. The pump is a black container that bolts to the driver's side of the engine block. On the top, you will find a cap that says "Power Steering Fluid."
3
Look to the left of the cap. Bolted to the power steering pump is the thermostat temperature sensor. The sensor has a black round cap and a black wire extending out of the top.
try having someone jiggle the trunk up and down from the outside while you pull on the emergency release from the inside, you may have a problem with the wiring in the trunk itself, the wires have a problem chaffing where they come out of the trunk lid and go into the car, you can disconnect both ends and replace that for about $30
Check if the left and right hight adjustable stops are to high. If you put pressure above the latch and it works. This will most probably be the issue.
Open the door with the key and pull the hood release under the steering wheel area. In front of the hood, release the secondary latch and open the hood.
it can be unbolted, but it sounds like your primary latch could be giving you problems. have some one play with the hood release (pushing and pulling) while you release secondary latch and pull up on hood. if you get it open spray all moving parts with wd40.
don't know what vehicle but it's possible if you look through the grill you may be able to see the cable and using a screwdriver pry the mechanism to open it be carefull if it's a plastic gill you could break it
