Try cleaning the battery cables. If the solenoid for the starter is handy, try jumping the solenoid post to the starter and have the key turned on or it will never start.

Well if you cant jump start it thats a good sign that the battery is dead so replace it and you should be fine, and another way you can try is hook the battery up to a charger overnight and if it doesnt hold its charge then you will know if its dead or not.

Battery is new, engine won't turn over.

The voltmeter should only go as high as 14-15 volts when the engine is running. I would check for a poor connection between the battery and starter.

1992 toyota pickup won't start and battery won't charge

Sounds like your battery is just too dead, has enough juice to light up the system for a minute but cranking drains it and if it wont charge then deff fried, you could try removing the battery and starting the car with cables to confirm the starter still works. If a bettery is too dead then when you are jumping it, it takes to much of the power just trying to get through the battery.
