The heater element maybe burnt . At the control module connector pin's H & G . yellow with blue trace wire And blue with a orange trace wire , use a ohm meter an check continuity between these two wires .

The ABS warning light is on because the control module for the ABS has sensed a fault, until the fault is repaired the light will remain on and you have no ABS brakes. You need the ABS system scanned for the fault code to see what part or wiring is defective. When the system is repaired the light will go out.

I changed one recently on about same year navigator
I found one at a local salvage yard pretty cheap
I Also cut harness off of donor vehicle cause the one I was repairing also had melted connector at module
The module is located behind from bumper on pass side

Take the car to have the computer scanned. That light means there is a problem with the abs system. Scanning the computer will let you and your mechanic know what is in need of repair.

The most common problems associated with the ABS light coming on it a broke ABS speed sensor harness, or a faulty sensor itself.
You can try looking under the vehicle by the wheel bearings and see if the ABS harness is broken, but otherwise it will be nearly impossible to know which sensor is malfunctioning unless you get it scanned.
Your brakes will still work fine, just on wet or slippery roads the ABS won't engage until the problem is fixed.

replaced the low beam headlight on 2004 Navigator, but still wont work. fuses are good.

Navigator high intensity discharge (HID) headlamp

1. Remove the front radiator air deflector.

1. Remove the three bolts and the headlamp assembly.
• Disconnect the electrical connectors.

8. Remove the headlamp bulb protective cover(s).

• Remove the HID lamp cover.
• Remove the high beam cover.
• Disconnect the electrical connector and push the grommet into the headlamp assembly.

1. Release the spring tabs and remove the HID low beam bulb.

i know this worked with my 99 navigator 32 valve used a viper car starter.

Prior to 2004, Durangos with 4 wheel ABS use the Kelsey Hayes Dodge controller attached to the hydraulic unit. Durangos with just rear wheel ABS use the Kelsey Hayes 125 located separately from the hydraulic unit.
2004 and later Durangos use the Bosch 5.4 controller.

Kelsey Hayes Dodge 1) Disconnect the negative battery cable.
2) Push the harness connector locks to release the locks, then remove the connectors from the CAB.
3) Disconnect the pump motor connector.
4) Remove screws attaching CAB to the HCU.
5) Remove the CAB.

Kelsey Hayes 125 1) Push the CAB harness connector lock to release the lock and remove the connector from the controller.
2) Remove the RWAL valve harness connector from the controller.
3) Remove the controller mounting screws and remove the controller from the mounting bracket.

Bosch 5.4 1) Pull out the side locking tab on the Bosch controller as shown.
2) Remove the connector.
3) Remove the 6 screws and separate the controller from the hydraulic unit.
