On the 2002 GA the cigarette lighter is mini-fuse # 34. This is also referred to as the "accessory power outlets".It's a yellow twenty amp fuse located in the underhood fuse box. Open the box, find the fuse, remove it and replace it.In the fuse box under the hood, marked AUX PWR/CIGAR..... I suggtes check the position CIG LTR for Cigarette Lighter. The underhood fuse block in the engine compartment on the driver's side of the vehicle near the battery. Lift the cover for access to the fuse/relay block.
To remove fuses, hold the end of the fuse between your thumb and index finger and pull straight out.
Also, in this link could donwnload the Owner's Manual for the 2005 Chevrolet Tahoe.

the fuse for the front lighter is located under hood in fuse box it is labled AUX PWR and is a yellow 20 amp. The second power outlet/cig lighter is also in this box and is labled PWR OUTLET and is a grey 25 amp fuse.
According to the Haynes repair manual: "There is no fuse and relay box inside the passenger compartment. However, there are a number of fuses, relays and circuit breakers in various locations under the dash. The heated mirror circuits and the circuit for the lower instrument panel power outlet (in the floor console) are fused with self-resetting fuses that are only serviceable by an authorized dealer." However, in the fusebox under the hood (a.k.a Integrated Power Module) there is a fuse RDO/IP IGN which is the fuse for the radio. Check this fuse. Both the radio and the Cigar Lighter are fused through the IPM.
