rates of what, ? what rate? the money rates or fuel rates. is this some rental question? or car spec question? what are you doing, ? is there a problem this is a USA forum. so finding (KM) answer here can be hard. we still use imperial measures here, (yes, daft)
there is no set charge , but you have to take into the costs of services , fuel, oil tyres, registration , insurance car hire fees ( cost of a fine if not a hire vehicle ), loss of a vehicle in the case of an accident while being used as a hire vehicle as the insurance will not cover it , your time, vehicle depreciation ( wearing out and needing replacement)
you can charge what you like but a good point would be around 60% of the taxi fee for the same trip
