You need to get as much gas out of the tank as possible because the entire tank needs to be dropped to replace the fuel pump.
If that doesn't scare you off then start by hitting a car wash and cleaning the bottom of the Jeep as much as you can. I hate bits of dirt, rocks, and mud falling in my face when working underneath something. And some safety glasses or even goggles are in order as well. Disconnect the battery. Drain the tank. You'll probably want some help to manhandle the tank to the ground when you get it loose. I don't know all the specifics but the fuel filler hose needs to be disconnected, I like to take it off from the body instead of pulling it out of the tank. Less dirt and spillage. There will be several smaller hoses and wires attached to the top of the tank that you need to be mindful of when lowering it. These are attached by a variety of clips or clamps. If you have a service manual for your Jeep it may show you how they work or try to find a YouTube video. I use a small floor jack with a board to hold the tank in place while loosening the straps so the tank can be lowered. Then I can easily lower the tank a little at a time until I can get to the hoses/wires on top. Once those are disconnected you should be able to let the tank down and slide it out from under the Jeep. If you jack your Jeep up to work on it make sure you use jackstands and that it's secure and not wobbly.
Once on the ground clean the top of the tank around where the pump fits very carefully. We don't want any dirt in there. I'm pretty sure on the Jeeps there is a big collar that holds the pump in place. It turns just like a nut on a bolt. Most of the time it can be loosened with a good firm grip but I have a monster set of channel locks I use I(remember, it's plastic), or they sell special tools to remove the ring. From there it's pretty straight forward. Remember to replace your fuel filter along with the pump. Most warranties are void if you don't.
Then it's just a reversal of taking the tank down. NOTE: If you have skid plates or other items that you have to remove before you can drop the tank. DO NOT reinstall them until you have made sure the pump works and there are no leaks. You should be able to do this before you clamp the tank completely back up under the Jeep.
Once you make sure everything works okay then put it all back together and enjoy.
Good Luck!
SOURCE: how to replace a jeep tj fuel tank?
I would be really careful with doing this repair as this is very dangerous. You need to relieve the fuel pressure by pulling the fuel pump fuse and starting the truck. Drain the tank with a siphon pump. Remove any exhaust or other parts that are in the way, loosen the straps and support the tank with a floor jack and a block of wood. There are several hoses, and a few wire connectors to disconnect and you may want to replace those hoses while you're down there. Once you put the new tank in, reconnect the electrical and hoses, raise the tank and strap it back up. Put anything else back together you took off the truck.
Personally, I would take this in to get fixed as this is dangerous work (I did mention that). I you do this anyway, use your head and buy a proper container to hold the gas in , as well as jackstands and a class "B" fire extinguisher. Disconnect the battery and don't smoke or use a drop light under the car, and I will not accept responsibility for this.
